This mandatory course, the first of two parts, provides participants with an understanding of how to recognize, assess, and control workplace hazards, and how to evaluate hazard controls once they are in place.
All firms with 20 or more employees require a Joint Health and Safety Committee (JHSC) comprised of members who are certified through the Ministry of Labour, Immigration, Training and Skills Development (MLITSD).
Workplace Safety North (WSN) is an approved training provider for the JHSC Certification training program.
Learning Objectives
Each module in this online training program highlights specific references to the JHSC Certification Training Program Standard as set out by the MLITSD, and is applicable to any workplace in Ontario. These standards are referred to as the course objectives.
You will learn about:
- Relevant occupational health and safety legislation
- Your legal rights and responsibilities as a JHSC member
- Common workplace hazards and key steps to addressing them
- How to conduct workplace inspections and incident investigations
- How to function effectively as a JHSC member
Course Material

It will teach you how to:
- Recognize workplace hazards
- Evaluate the risk of incidents, injuries, and illness
- Respond to employee health and safety complaints and suggestions
- Maintain and monitor injury and work hazard records
This Part 1 e-learning program is comprised of 9 modules and 8 videos:
- JHSC Certification Part 1 e-learning modules (8 modules – approx. 12 hours)
- Insights videos
- JHSC Certification Part 1 Evaluation (1 module – approx. 1 hour)
All eight e-learning modules must be successfully completed, and the Insights videos watched by the learner before taking the final evaluation module. The approximate length of time for completion of the self-paced e-learning modules plus videos, including taking the evaluation, is approximately 13 hours (2 days).
Job aids include online access to the Occupational Health and Safety Act (eLaws website), sample policies and other JHSC forms, useful links, guides as well as a glossary.
Participants must satisfactorily complete a written test in the last hour of the course to be eligible to proceed to Part Two Certification (which must be taken within 12 months of Part One).
The final test is given to each learner when they have completed all eight modules. The learner must successfully achieve a passing grade of 75% or more in order get a certificate and take JHSC Certification Part 2 training. If a learner does not pass the e-learning quiz, they may return to the module for another attempt.
Important note about learning continuity
- It is a requirement of the JHSC Certification Program Standard that the e-learning course is fully completed within 30 days from the date you start the program.
- Parts 1 and 2 of training must be completed within twelve months of each other; a one-time application for extension due to extenuating circumstances is available through the Ministry of Labour, Immigration, Training and Skills Development (MLITSD).
- Refresher training must be taken within three years of completion of Certification Part 2.
This e-learning program is provided in a tracked version which ensures each participant will receive a certificate of completion, and a record of the training will be kept on file.

Intended Audience:
Workplaces that regularly have 20 or more employees must ensure at least two personnel have completed the certification training. The course is designed for both management and worker representatives of a JHSC as the first part of two-part mandatory certification training. All members of a workplace Joint Health and Safety Committee, regardless of previous experience in health and safety, would benefit from taking this course.
