Workplace Safety North approved training provider of Part 1 e-learning
In addition to existing instructor-led training courses, a new Joint Health and Safety Committee (JHSC) Part 1 e-certification training is now available from approved training provider Workplace Safety North (WSN).
The self-paced e-learning course takes about 13 hours or two days to complete, and includes a 1-hour written evaluation.
“All Ontario workplaces with 20 or more employees are legally required to have a Joint Health and Safety Committee,” says Kelly Ann Smith, WSN Program Training Specialist, “and at least two members of that committee must have JHSC certification: one management member and one worker member.”
The course, available at an introductory price of $299, is designed for both management and worker representatives of a JHSC as the first part of the two-part mandatory certification training. WSN has increased its use of digital tools to help make training more accessible, affordable and convenient for companies across the province.
“We believe all members of a workplace Joint Health and Safety Committee, regardless of previous experience in health and safety, would benefit from this course,” says Smith. “It’s a best practice to have more than two people on your committee certified. In fact, some companies make sure all members are certified. This helps to support not only your JHSC, but your internal responsibility system. It’s helpful to have more than two people on your committee certified in case someone is absent. That way the employer is always assured they are following the Occupational Health and Safety Act.”
Learning objectives
Each module in the online training program highlights specific references to the JHSC Certification Training Program Standard as set out by the Chief Prevention Officer at the Ministry of Labour, Training and Skills Development (MLTSD), and is applicable to any workplace in Ontario.
Participants learn about:
- Relevant occupational health and safety legislation
- Legal rights and responsibilities as a JHSC member
- Common workplace hazards and key steps to addressing them
- Conducting workplace inspections and incident investigations
- How to function effectively as a JHSC member
All eight e-learning modules have to be successfully completed and Insights videos watched by the learner before taking the final evaluation module. The approximate length of time for completion of the self-paced e-learning modules plus videos, including taking the evaluation, is about 13 hours or 2 days.
Learning aids include online access to the Occupational Health and Safety Act (eLaws website), sample policies and other JHSC forms, useful links and guides as well as a glossary.
The learner needs a passing grade of 75% or more on the final test to get a certificate and take JHSC Certification Part 2 training. If they don’t pass the e-learning quiz, they can return to the module for another attempt.
Important note about learning continuity
- JHSC Certification Program Standard e-learning course must be fully completed within 30 days from start of program.
- Parts 1 and 2 of training must be completed within twelve months of each other; a one-time application for extension due to extenuating circumstances is available through the MLTSD.
- Refresher training must be taken within three years of completion of Certification Part 2.
The e-learning program is tracked to ensure each participant receives a certificate of completion and a record of the training is kept on file.

The next stage of training, JHSC Part 2 and Refresher Training, cannot be completed using self-paced e-learning; the courses are only available through instructor-led training.
